U.S. Refugee Resettlement for South Africans

U.S. Refugee Resettlement for South Africans 2026- New Eligibility Changes

The United States Embassy has recently announced significant changes to eligibility requirements for the refugee resettlement initiative targeting South African nationals.

These updates are particularly relevant for Afrikaners and other minority groups who have expressed interest in relocating to America under refugee status.

Important Changes to the U.S. Refugee Resettlement Program for South African Applicants

The U.S. Embassy has introduced new eligibility criteria for the refugee resettlement program aimed at South African nationals. These adjustments are especially relevant for Afrikaners and other minority communities seeking refuge in the United States.

The South Africa Refugee Initiative

In the wake of Donald Trump’s inauguration on January 20, 2025, an executive order paved the way for a special refugee resettlement channel for white South Africans and other minorities. On February 7, he signed Executive Order 14204, which cut off U.S. aid to South Africa and declared that the U.S. would “promote the resettlement of Afrikaner refugees escaping government-sponsored race-based discrimination.”

The administration’s approach pairs a steep drop in overall refugee admissions with an initiative to bring in thousands of South Africans via the resettlement system. In March 2025, the U.S. Department of State noted around 8,000 inquiries into the program.

Requirement: Must Be Residing in South Africa

One of the most vital changes concerns where an applicant must be living. The program now states clearly that processing must occur within South Africa. Individuals who have already moved to another country—such as Namibia, Ireland, or the UK, are not eligible under this channel. This is a strictly in-country resettlement path designed for persons still residing on South African soil.

What This Program Is – and What It Isn’t

It’s important to understand that this is not a standard immigration scheme. Under U.S. law, a refugee is someone who is unwilling or unable to return to their home country because of past persecution or a well-founded fear of future persecution on grounds such as race, religion, nationality, membership in a particular social group, or political opinion. Applicants must:

  • Be South African nationals.
  • Belong to Afrikaner ethnicity or another minority group in South Africa.
  • Be able to demonstrate past persecution or a credible fear of future persecution.

Applications Are Not Automatically Approved

Submitting an application does not guarantee that you’ll be accepted. The U.S. government weighs many factors: eligibility, the strength of the persecution claim, background-check results, and suitability for resettlement. Not every case referred will make it into the United States Refugee Admissions Program (USRAP). Only the U.S. authorities have the power to decide. Applicants will receive notification of their outcome, whether accepted into referral or declined.

The Application Process

If you meet the above criteria and wish to be considered for referral to USRAP, you must fill out the online USRAP Intake Questionnaire. If you have already submitted a Statement of Interest, you still need to complete the questionnaire in order to be considered.

Official Referral Partners in South Africa

Processing support in South Africa is handled by two officially recognised USRAP referral partners:

  • RSC Africa (operated by Church World Service)
  • Amerikaners

These organisations collect applicant information and assess eligibility for referral. They are not part of the South African government. Only the U.S. authorities adjudicate refugee status.

Processing Timeline and Stages

The screening process may take 18-24 months or even longer, depending on circumstances and resource constraints. Steps include biometric checks, criminal history reviews, security clearance, medical exams, and other vetting. Notably, the first cohort of 59 Afrikaners who arrived in May 2025 experienced a much more rapid review and were flown to the U.S. on a government-chartered flight — a departure from typical resettlement operations.

Fraud Avoidance Alert

Anyone considering this pathway should remain alert to possible scams. The resettlement process through USRAP is free of charge. No one can legitimately offer you a “fast track” in exchange for payment.

Signs of Fraud to Watch

  • Individuals or organisations claiming they are authorised USRAP partners or promising expedited approval for a fee.
  • Requests to pay for application processing or preferential treatment.
  • Being asked to share identity documents or personal data with unverified parties.

Travel Arrangements

Travel from South Africa to the U.S. under USRAP must be arranged through RSC Africa (via Church World Service). No other organisations are authorised to book or facilitate travel under this program. If travel is organised by a different entity, your eligibility and access to support services upon arrival may be jeopardised.

Pets and Arrival Considerations

The U.S. government and its implementing partners do not fund or assist with transporting pets under this refugee program. If you plan to bring a pet, you should make independent arrangements after you arrive in the U.S. It’s recommended to wait at least 90 days post-arrival before arranging pet travel, since initial housing may not accommodate pets.

Political Context and Concerns

This initiative has generated significant political debate and diplomatic tension. The South African government has raised objections, arguing that classifying white South Africans as refugees is politically driven and portrays South Africa’s democracy in a negative light.

According to the South African Police Service, farm-crime data do not substantiate claims of racially targeted violence against farmers. In a May 21, 2025 press conference, President Cyril Ramaphosa strongly rejected the notion of “white genocide.” Meanwhile, some U.S. lawmakers, such as Senator Chris Van Hollen (Democrat, Maryland), described the program as part of a “global apartheid policy,” and the Episcopal Church (United States) ended its collaboration with the U.S. federal government in protest of the Afrikaner-resettlement focus.

Current Status and Admission Figures

The pilot group of 59 white South Africans arrived at Dulles International Airport (Virginia) on May 12, 2025. They were met by U.S. federal officials, including Deputy Secretary of State Christopher Landau. Many of them already had relatives in the U.S. and were English-speaking. A second group of 9 white South Africans arrived a few days earlier (reported June 2, 2025). The South African Chamber of Commerce in the USA (SACCUSA) submitted details of 67,042 South Africans to the U.S. Embassy in Pretoria in March 2025, marking a significant step in the intake process.

What Occurs After Approval

If you are approved for refugee resettlement:

  • You’ll be assigned to a U.S. resettlement agency.
  • Travel is usually organised via the International Organization for Migration (IOM) and often financed with an interest-free loan that you repay later.
  • Upon arrival in the U.S., you may be eligible for government benefits and ultimately a pathway to U.S. citizenship.
  • If you don’t have U.S. family ties, you’ll be placed in an area served by a local organisation; a dedicated case-manager will meet you at the airport and take you to your assigned housing.

How to Report Suspected Fraud

If you encounter anyone claiming to fast-track your application for a fee, or misrepresenting themselves as authorised USRAP agents, you can report this via the USRAP tip-form designated for fraud reports.

Final Thoughts

These updated eligibility rules make clear that residing in South Africa at the time of application is a non-negotiable requirement. While this program offers a potential pathway for those genuinely facing persecution, applicants must recognise that acceptance is not automatic, processing can be lengthy, and the entire program is entirely free of charge.

Only the clearly authorised organisations may facilitate the referral and travel. Patience, accurate documentation and realistic expectations are key.
