Supreme Court Closes Coal Allocation Case Against Former PM Manmohan Singh, Accepts CBI Closure Report

The Supreme Court has formally brought an end to the long-running criminal proceedings involving former Prime Minister Dr. Manmohan Singh in the Talabira-II coal block allocation case. The apex court accepted the closure report submitted by the Central Bureau of Investigation (CBI), effectively setting aside the trial court’s order that had earlier summoned him as an accused and concluding that there was no basis for continuing the prosecution.

End of a Decade-Long Legal Battle

The case stemmed from the allocation of the Talabira-II coal block in Odisha in 2005 during Dr. Singh’s tenure, when he was also holding the Coal Ministry portfolio. In 2015, a special CBI court had summoned Dr. Manmohan Singh along with industrialist Kumar Mangalam Birla, former Coal Secretary P.C. Parakh, Hindalco Industries, and other individuals over allegations relating to the allocation process.

Soon after the summons were issued, the Supreme Court stayed the proceedings, preventing the trial from moving forward while it examined the legality of the lower court’s order.

CBI Finds No Criminal Wrongdoing

Following a detailed investigation, the CBI concluded that there was insufficient evidence to establish any criminal conspiracy, abuse of official position, or corrupt conduct by Dr. Singh or the other accused.

The investigating agency therefore filed a closure report before the Special CBI Court, stating that the evidence collected during the investigation did not support prosecution. The matter ultimately reached the Supreme Court, which accepted the closure report and officially terminated the criminal case as per law.

Supreme Court Accepts Closure Report

By approving the CBI’s findings, the Supreme Court effectively quashed the criminal proceedings initiated against the late former Prime Minister. The Court’s decision also nullified the earlier order that had summoned him as an accused.

The ruling brings final judicial closure to one of the most prominent cases arising from the broader coal block allocation controversy that had dominated India’s political and legal landscape for several years.

Background of the Talabira-II Allocation

The dispute related specifically to the allocation of the Talabira-II coal block, where allegations were made that Hindalco Industries had received an undue benefit during the allocation process.

Investigators examined whether public officials had improperly favoured private interests or violated legal procedures while approving the allocation. However, after examining official records, witness statements, and other evidence, the CBI concluded that the material on record did not establish criminal liability against any of the accused.

A Posthumous Legal Vindication

Dr. Manmohan Singh passed away on 27 December 2024 before the legal proceedings could reach their conclusion. The Supreme Court’s decision therefore serves as a posthumous legal vindication, bringing an end to allegations that had remained unresolved for more than a decade.

With the acceptance of the CBI’s closure report, the Court has closed the chapter on the criminal case, affirming that the investigation did not reveal evidence warranting prosecution.
